When you "pay" a bill with fiat funds you are transferring your strawman's debt over to someone else's strawman.  The debt is not extinguished, it is "discharged."

in the case of FRNs or BoEPNs, the holder of the note holds a claim right on the issuer of the note (central bank) , and so if we "pay" somebody we are granting and conveying a claim right over to a new holder. right?
